What we should do on our directories to make them more good and valuable in the eyes of Google?

Should we list only high PR sites?

Should we offer only free listings?

Should we not offer sitwide links?

Or something else?

That's totally a business call. It's difficult to monetize free directories.

Should we not offer sitwide links?
Yes. That's an obvious step you should follow.

Or something else?
Make it unique. Provide discount coupons, use mods to ensure it's spam free.
